The defender of Fair Play's base is a Superman TAS Clark Kent, The head is a Batman TAS Bruce Wayne that has been modified with Milliput, the legs are from a Superman TAS Deep Sea Superman I think. The collar is created from Milliput as are his boot tops. The bottom part of his tunic is cut plastic and Milliput, the belt is painted on.
