While I can't say I ever watched the Static Shock cartoon on a regular basis there was a connection between it and JLU, and when the grown up Static made his appearance on the 'Once and Future Thing' episode he was sporting this cool outfit.
The head is a JLU Green Lantern with sculpted hair, moustache/goatee. 
The body is a JLU Amazo. His coat took the most work, the arms are sculpted as is the collar/hood. A BTAS Joker trenchcoat was used for the bottom half with Milliput smoothing the transition between it and the base body.
